The Australian Government has announced a number of proposed changes to the National Disability Insurance Scheme (NDIS) that may affect participants over the coming years. These changes are intended to reshape how funding is allocated and managed, making it important for participants, families, and support providers to understand what is ahead.

Changes to Social and Community Participation Funding

The Minister for Disability and the NDIS, Mark Butler, has announced plans to gradually reduce funding for Social, Civic and Community Participation. From 1 October 2026, funding in this category may be reduced by up to 50%, with budgets adjusted progressively over time.

While the government has stated that essential daily living supports will not be affected, participants who currently use funding for social activities, community access or group programs may notice a reduction in the funding available for these services.

New Rules for Unscheduled Plan Reviews

Further changes are expected to be introduced in 2027 regarding unscheduled plan reviews. Under the proposed guidelines, participants will generally no longer be able to request additional or “top-up” funding during their plan period, except in exceptional circumstances.

This highlights the need for careful planning and budget management. Participants will need to ensure their funding is used in a way that allows essential supports to continue throughout the entire plan period.

Changes to Plan Management

From 1 October 2027, the government proposes to change access to plan management. Participants will still be able to choose a plan manager; however, the selection will be limited to a list of government approved providers.

The intention of this change is to strengthen oversight and consistency across plan management services, although it may reduce the range of providers available for people to choose from.

What This Means for Participants

Although the changes are to be implemented over time, they highlight the importance of understanding your plan, monitoring your budget, and preparing for future adjustments. Participants who receive funding for social and community participation may wish to speak with their support coordinator, plan manager or an NDIS representative to understand how the changes may affect their current supports.
